An algorithm for estimating the distribution of positioning characteristics by pairs of navigational aids within the defined airspace is proposed in the paper. The algorithm uses the division of airspace into elementary cells with a sequential iterative estimation of accuracy and availability of navigational aids in accordance with performance-based navigation requirements. The developed algorithm was used to estimate changes in performance of positioning by DME/DME, VOR/VOR, VOR/DME pairs within Ukrainian airspace as a result of changes in the structure of ground air navigation network during 2013/2018. Obtained results indicate a significant decrease of accuracy and available amount of pairs for positioning in the eastern and southern parts of Ukrainian airspace, which negatively affects the safety of civil aviation.
