Surveillance is a key element of ensuring the safety of air traffic management. Different sensors are used in civil aviation to provide surveillance data: primary (PSR) and secondary surveillance radars (SSR), multilateration, and automatic dependent surveillance-broadcast. Ground network of radars provides a reliable surveillance function. A network helps to extend radar service for wide areas. In a paper, surveillance data processing is considered. A specific algorithm of data fusion from different ground radars of each airspace user is proposed. Fusion is based on a weighted approach, minimizing total error. Algorithm works with polar coordinates of airspace users, accompanied by performance of provided data. Proposed algorithm could be useful for implementation in surveilance data processing unit of a particular air navigation service provider.
